Two routes are modeled: direct-book eligible and request new consult. Real patient submission is disabled until RGA, legal/privacy, and Allied dependencies are approved.

Capability mode

This implementation is Phase 1: the rule engine may mark a synthetic request direct-book eligible and render an e-fax-ready referral packet for intake review. It never says an appointment is booked, confirmed, or transmitted.
